The problem has been with the BOGOs that do NOT require the Cub coupon.

But one of the cashiers did it for me last night, no questions asked. Scanned the whole stack, nothing beeped, and she did look at them before scanning.

I think the trick is to get r/c and go shopping when certain cashiers are working.
