One local shop here does have the minimum of $15, but when I buy something for $10-12 they'd charge $15 and give me change. That's fine with me.
They are located in the upscale walking area, lots of knowledgeable people go around, people with incomes to spend and people who do not carry lots of cash. Why risking being reported and having their charging rights pulled?
The store is a specialty gourmet deli, not cheap at all, but carry items not found anywhere else within 30 miles radius..
There is a difference between a credit card company and a credit card network. The credit card company/issuer is your bank (i.e. Capital One, Bank of America, Citi, etc.) and the credit card network is one of four possibilities: MasterCard, Visa, American Express, or Discover (this gets a little tricky because American Express and Discover are both credit card networks and credit card companies). The important thing to know, though, is that if the merchant displays the VISA or MasterCard logo in their store front, these two networks policies strictly prohibit a minimum purchase requirement. If you have a credit card on either of these networks and a merchant tells your there is a minimum purchase requirement, you need to contact your credit card COMPANY (i.e. Capital One, Citi etc.) and not the network itself.
I see the purchase minimums all the time but never thought twice about it because what little cash I carry always covers my purchases.

I remember one time I needed gas so all I had was a fifty dollar bill and the clerk playfully keft insisting I purchase more than twenty dollars in gas. I was a little annoyed after he waved it in the air.
When I got home and told DS he said the tight@@@ probably didnt want to break it.
