That means you can only use 4 $1.00/1 coupons, but if there were a different value on the same product out there (.75/1), you could use 4 of those as well. Or let's say one stated 1.00/1 Crest 4.6oz or larger & one stated 1.00/1 any size Crest. You could then use 8. Make sense? They have to be exactly alike to be limited to 4 per shopping trip, etc..
