Just start at the beginning. You don't have to start all gung-ho. Most couponers with fancy systems started out with a little coupon file and cutting one or two inserts a week. (I still only do 3 SS & 2 RP's a week).
The simplest way to get started is to first build up your coupon supply, while doing that, look up all your local stores online on their websites and find their coupon policies, print them off and understand how each store works when it comes to coupons.
Then begin to study the sales circulars and look for the "loss leaders", the items that are really on sale at a great price, match up coupons to those items and start buying those with your coupons.
The large % of savings comes when you have built up a 4-6 month stockpile of items you use regularly. That allows you to wait until the next great sale/coupon match up before you have to buy again. This assures you that you will never pay anywhere near full price again.
For instance, let's say you use a lot of peanut butter as an example. The store puts it on sale 2/$4.00. You have coupons for 50 cents off one and your store doubles - you would be getting it for $1 each. If you have enough coupons to buy let's say, 6 jars, then do so. Now you can relax and watch for the next round of coupons for peanut butter and see if they line up with another good sale.
That's just an example, but I think you'll see how we focus and shop based on sales combined with coupons.
Other than fresh fruit, veggies, etc - everything on your grocery list should have a coupon to go with it. And if you stick to your list and not graze around the store (easy to toss things in you didn't intend on buying), you will see an immediate 30-40% savings overall.

I just started a few months ago and was very lost!!! I would suggest the first thing is to get a binder or some kind of organizational system going for yourself and start collecting those coupons. Use coupons on what you need for the week but try to add in one or two things to stock up on each week so you are not to overwhelmed!!! Also if you shop on a base I believe that you can use coupons that have already expired, which for you is great since most of us can't and are more than willing to forward on our expired to those who keep us safe!!! Military use of expired coupons is only available for those stationed overseas. So this is not an option for him.

My suggestion is to start small. Work on one grocery store and maybe one drugstore to start with. Drugstores like Walgreen's, CVS, and Rite-Aid are great for getting deals on shampoo, toothpaste, deodorant, etc. You'll never pay full price for these items again.
Learn the coupon policies for each store, figure out how to do the deals. When you have mastered these stores, add another store.
