It varies by store. I do not shop Safeway so I will leave that to someone else to answer, but Walgreens is one I can think of where you can use a store coupon and stack a manufacturer's on top.
Harris Teeter (grocery store in NC) also has coupons that you can load on your shopper's card and then you can stack coupons from the newspaper on top of that.
There are store, however, that do not allow stacking. I would suggest checking the store forums for the stores you shop regularly and, if the coupon policy is not posted (most are), you can check with other members who shop there.
