I did a search but couldn't find anything. What does this phrase ("cannot be combined with any other offers") on a coupon mean exactly?
many stores allow stacking, which is using a manufacturers coupon on top of a store coupon. Walgreen is a good example.

Many coupons say "one coupon per purchase". This phrase allows us to use two Kellogg coupons, for example, if we are buying two boxes.
I'm struggling to come up with an example for you. I'm sure it does not apply to using a coupon on a sale item, even if the item ends up being free. It's the store that is having the sale.
And it is already obvious you can not use two manufacturer's coupons on one item.
The fine print tries to take into account all scenarios, maybe it says do not double, one per person, etc. Like the current internet coupon for taking the Bi-Lo survey. The coupon says "limit one per visit".
I have encountered "combining" on prescription meds. Some pharmacies won't let you use a "free gift card with a new or transferred Rx" and get a med at a reduced price. Rite-Aid is like that. If you take them up on the rule that they will match another pharmacie's price, such as $4, you can not use a gift card coupon. At least it is that way at my Rite-Aid. The pharmacist said, I can give you the $4 price "or" the gift card if you pay the regular price on the med.
I can not think of any scenario where you can use two manufacturers coupons on one item, so it may be a phrase that really does not apply, and the manufacturer is just covering their behind.
I can give you an example from years ago on razors at one of the pharmacies. The store had a sale, buy a razor get a pack of cartridges for free. Then there was a coupon out at the same time that said, buy a pack of cartridges and get the razor free. This is a case where only one of the coupons can be used.
Maybe some one can think of a good example for you, I'm struggling.
Good question with a not so easy answer.
I've seen items on the shelf that had a peelie coupon on the bottle, etc.
You can not use that coupon in addition to the one you may have had from your Sunday inserts.
