I thought I was getting regular newspaper coupons and I received Military Store Coupons. Can I use these at Kroger.

No. They were the blinkie type. Instead of saying Manufacturer's coupon it says Military Store Coupon. Never seen any like this before.
Does the barcode start with a 9? Did you trade for them??

From my experience, military q's are usually obtained via blinkies or in magazines at the commissary, or received from companies who give q's designated ONLY to be used at the commissary by military families. I had another military wife tell me Farm Fresh would take them but when I asked, Farm Fresh told me "NO". Hope this helps.
If Kroger takes competitor coupons they may enter them as a store coupon under a competitor policy.
If it wasnt disclosed that these were NOT mfr q's, you should contact the person you got them from if you purchased them, traded for them etc for sure. If you traded for them here, feel free to send me a pm to help get it resolved.
