HELP Coupons Inserts from Recycling Bins

I have a question, Ive seen people chuck out their coupon inserts with their recycling. I was wondering if it was illegal or just unethical to grab them from the recycling bins, when they put the bins out for collection. I can ask my neighbor for hers, but not sure if I can ask everyone on my block or the blocks around me. I feel like I am stealing if I go and hunt around the bins for it-am I?

It's really hard for us to know...laws about the "ownership" of recycling/trash vary from town to town. I used to get mine this way and it wasn't ever questioned -- though, in an urban area, we have lots of people scrounging for deposit cans/bottles anyway. I would go about 5:30 am, so there weren't a lot of people out to even notice.

My days of doing much of this have now come to an end. My city just initiated "zero sort" recycling with 4-foot tall rolling trash cans for recycling everything without sorting. There's no easy way to walk down the street and spot a stack of newspapers in the bin anymore since all the new cans have lids.

It was fun while it lasted.
