no or at least around here they dont..or maybe they just dont put them out
My local grocery stores never seem to have any tear pads, extremely few blinkies, and I have never seen a winetag in either of them. Peelies are a rarity. Recently, I have had reason to spend time periodically in a nearby larger town with more grocery shopping choices. I've found that every store, including the same chains I shop at, is just chock full of tear pads, blinkies, wine tags, peelies and I felt like a kid in a candy shop grabbing some of everything. My thought is, I live in a fairly small town and while the stores are national chains, they don't really compete much here. People here seem to either shop at one or the other, and that's that. I'm just guessing the big chains know small town folks mostly choose a store and shop there, so don't feel they need to provide any coupon incentives to us and thus don't hand out the goodies to stores like mine.
Anyone here in the know on how these tear pads and things find their way into the store to confirm this?

It depends on the vendor (or rep) that stocks the shelf. My brother is a rep for a large cookie/cracker co, and he gets oooodles of stuff (I love looking through his box of goodies when I go to his house!) Peelies, tearpads, booklets..
anyway, some of the stores on his route don't like tearpads or booklets (WM is one, though I think they are slowly coming around as I have come across them from time to time)
Some stores actually take down the tearpads after the reps have put up displays! Or if a vendor doesn't have a rep, then its up the to store stock person to put peelies on products or put up tearpads.

Will it do any good to call and ask the store manager what's up, do you think? Or maybe write a thank you for the very few we do see and see if it encourages them? I'm not sure how to handle this, but I sure want to encourage it.

I have 2 grocery stores in the small town I live in and both are the the same company. 1 of them always has the cardboard displays all through the store with tear pads on them. They also put tear pads in front of the stuff they do not have a cardboard display for. If I travel to the other store within 3 minutes away... Nothing very often at all. I think most of the coupons that are put out is by people that work at the store. The reason I think that is one day they will have coupons on a item then the next day they will have more coupons on that same item.
