I think the first scenario is too hard for cashier to process. I will tell you what happened to me. I bought two salsas and two bags of chips. First the $1/1 coupons went through because they were doubled. When the $3 coupons were scanned the register gave a message that too many coupons were used. That's because the $3 coupons share the UPC code for the salsa (without getting in decoding territory, basically they are coded for the salsa not the chips). So when you are using the $1/1 and $3/1 coupons the register thinks you are trying to use both coupon on the same product. SO, cashier and I read the $3/1 coupon and that it was supposed to be off the chips and they used their card to override the coupon and put it through.
So, that was my experience.
Now imagine,doing the first scenario. First coupon beeps for BOGO coupon. Then it beeps again for $3/1 coupon. At that point it is too much for cashier to process. An argument you will probably get is that you only "bought" one salsa and can only use one $3/1 coupon.
