Who sponsers the safelink program???

I need to call safelink and they oursource their calls out of the usa,I need to call them here in the usa. Does anyone know who sponsers this program, is it social security,medicare, who??? What government agency ? I really need a USA number and

Trac phone is one of them..its a goverment ran program but the goverment ran places will only tell you to call the number to talk to them about the program for they dont know much about it.
