Starting over November 1

Since I live in a small town I don't have access to a lot of the great deals others have. We don't have a WAGS or CVS. But as of November 1 we will be moving and will be right down the road from Kroger, Winn Dixie, Piggly Wiggly, WAGS, CVS, Target, Walmart, and no less than five Dollar General stores. So I am starting over. I'm already collecting coupons and looking at the sneak peeks for the first week of November. I plan to get to know my new town by scoping out the stores in the area. I went to DG and got 2 photo albums to use for coupons - 1 for food and one for non-food is the plan. I'll continue to tweak the system as I learn it. I've already applied for a Winn Dixie card at my new address and will turn in my Kroger card application when we move.
My goal for the next year, from November 1, 2009 through October 31, 2010, is to feed a family of 3 plus pets on $75 a week. That's $3900 a year. Less would be better, but that's my starting point. This also includes HBA items, other purchases such as the deer we get every year and eating out. I really want to watch our eating out so this will help, I think.
I do want to have a stockpile, but since we're going to a rental home about half the size of our current home, it has to be small. I'd like a stockpile of food items that could keep us going for at least 3 weeks, HBA items for 2-3 months and pet food/care for 2-3 months.
As I get the house set up for storage I will post pics.
Coupon savings will go into a vacation fund. We want to do a vacation around this time next year, so that is the plan.
