BI-LO released their new coupons policy today;
Changes in BOLD
Coupons must be presented at the beginning of the checkout transaction, along with your My BI-LO BONUSCARD.
Manufacturer and store coupons will only be redeemed on or before
expiration date.One manufacturer and one store coupon can be redeemed per item.
Items must be purchased in the size, variety and quantity as specified on the coupon.All restrictions and/or limits printed on coupons will be enforced.
Limit of ten (10) coupons on like items are eligible to double.
Remaining coupons on like items will be redeemed at face value
and will not be doubled.
Manufacturer coupons with a value of 60¢ or less will double,
unless otherwise posted at store level.
Double coupon redemption applies only to manufacturer coupons.
BI-LO store coupons will not be doubled.
FREE manufacturer or store coupons will not be doubled.
Electronic coupons will not be doubled.
Does this mean BI-LO will be releasing electronic coupons soon?
The total coupon value, including the doubled amount, must not
exceed the price of the item and no cash back will be given.
Coupons on alcohol or tobacco products will not be doubled.
Coupons will not be doubled when restricted by manufacturer
or where prohibited by law.
DND5s will no longer double
Only valid, scanable Internet coupons will be redeemed.
BI-LO will redeem local competitor coupons on identical items.
Competitors include local grocery stores, drug stores, and mass retailers like Walmart and Target.
BI-LO reserves the right to accept, decline or limit the use of coupons.
BI-LO reserves the right to modify coupon guidelines. See your local BI-LO store for more details.
As always YMMV so double check with your local store before using any coupon you're not sure about.

Looks pretty much the same with the exception of the first on the list:

I really don't get that one. Wonder why coupons must be presented first? That's strange. They aren't taken off until the end because the items have to be rung up first. It should just be "present your BILO card first". Most of the time I'm busy unloading my cart as the person in front of me is checking out, then the cashier starts scanning items while I'm still unloading the cart. That's not me choosing to scan my card later, it's her choosing to start scanning items without asking for my card first. I'm not going to wait to unload my cart after she scans my card. I also like to double-check and go through my coupons while she's scanning items to make sure I got all of the items and didn't inadvertently leave one in or misread and have 4 coupons for $x/2 when I only bought 4 and should be using 2 coupons.
Are they going to start trying to pair coupons with items as they scan them? Is that why they want them presented first? That would certainly make for a slow checkout. I don't think they need to know or have the coupons in their possession until the end of the transaction. It doesn't change the transaction one bit, but I do understand why they want the card presented first. Hopefully they'll train the cashiers to actually ask before they begin scanning items, because I never purposely wait, but they always start scanning before asking.

I think basically they're just putting things into an official wording now. The policies is a bit longer but most of the items were rules we were following already.
The big change I saw was this:
BI-LO will redeem local competitor coupons on identical items.
That's a nice change. I've heard some BILOs were doing it already so it's nice to see if official. I have emailed corporate about what is officially a competitor and I'll let you know what they have to say.
