Since you are bidding different terms, the $3 CC would be higher than the $2CC. If you were bidding coupons, you would have to outbid the coupon bid($$ in coupons would have to be higher). Since this auction is "seller determines winner by needs at the end of the auction", I could choose either the highest $$ amount, or if I wanted the coupon bid. It really depends on what I need more at the time the auction ends.
