Forgot to mention on top of the late bid...did Shelley even meet the bid increments requirement? Shelleyf was one short of a coupon, stamp or $$ , even to include the 1 stamp to mail (which I don't think you can) still was short of a good bid. Am I not correct?? Help me out here... I am so puzzled. Have I read HCW rules incorrectly and the OP's requirements incorrectly?
