Hard to say. Pathmark allowed it. Walmart didn't.

I used some at Superfresh, they had snuggle on sale for $3.99 so I was able to use up my $3 snuggles before they expired which was great, another weird thing was the register took off the tax everytime they scanned a coupon, instead of it being $4.95 + $1.40 tax my total came to $4.25, I added a pack of $1.29 tic tacs and paid only 63 cents after using 1 $5 cat!

A&P will accept competitors coupons and Pathmark does also, although a friend tried to use the $5 Acme cats last night and was told it was a limit of 1, so YMMV.

It's really a YMMV at all stores. I figure it never hurts to ask. I once was told yes at Walmart..then told no...then I called the SM b/f going to ask and she said yes. I can use them at Giant (they accept competitor q's)...although I always argue these aren't "competitor q's" when I'm asking if they'll accept them. They say MFQ at the top and don't say "redeem only at Acme"...so IMO they're mfq's! Hopefully I won't get my wrist slapped here for saying all this kind of stuff. I know Acme...at least mine...will take Walgreens register rewards (again they say MFQ on them..etc). They even researched through corporate supposedly to make sure they'd get reimbursed for them and once they were told yes...gave the green light. The nice thing is they don't even beep at the registers or anything...just glide right thru :)
