Walgreen diapers on sale at one store and not at another??

At one of the many stores in the Memphis area they have Walgreens diapers 2/$15. They have sale signs up (no dates, I checked) and stickers on the package. I didn't get any at that store, but when I went to another, they didn't have that going on. I had them price check and it rang up $19.xx (tax included) for two packs.

Does this happen often? Where something is on sale at one store and not at another (less than 10 miles away... same town)?

The stores in my area even those only a couple of miles away from each other to have prices that vary from store to store for like items.

I bought some- it was a Manager's Special. They had too many diapers in size NB, 5, and 6... only those were on sale. Since they had an overstock of those, they marked the prices down a bit. It worked, because I bought 10 packs!
