You little guy is at an age that he might wear the same size diapers until potty learning. If you had 18 diapers (plus a few disposibles for back-up) you'd have plenty.
I like the petite toddler fuzzbunz for my skinny (and not especially tall either) nearly three year old. Toddler poo often just rolls into the toliet (sorry if that TMI anyone) and really isn't too big of a hassel as long as you home anyway.
I'd get 18 pockets, 18-24 prefolds or flat to stuff them with and two or three dozen cheap washclothes for wipes.
