Actually, it IS true for residents of certain states. Pwety, this wasn't always the case, but they changed things a few months ago.

From the back of my bill:

Avoiding the Finance Charge: To avoid additional Finance Charge next month, we must receive your payment of the full "New Balance" or the "Avoid Finance Charge Amount" by the "Due Date". "Interest Free" (no finance charge) option: If you reside in AR, CO, CT, DE, DC, MD, NJ, NY, PA, TN, or WI, you will have the option of avoiding a Finance Charge in any billing period in which you pay one-third of the "New Balance", but not less than $50. If your "New Balance" is $50 or less, you must pay the entire "New Balance" to avoid Finance Charges in the following month.
